The British Crown is a corporation sole holding sovereignty in the United Kingdom, and its Head of State is Queen Elizabeth II (even though there was never a Queen Elizabeth I of Scotland.) But in the flesh, Elizabeth had a biological sister named Margaret, and Margaret liked to pretend that she had powers of her own. She did not. But that factor did not stop a fawning set of people from gathering around her as if she did. It was this pseudo-faction that held forth various ideas involving polemical interpretations of geopolitics; financial undertakings and manifestations of life that ran counter to the official position of the British Crown. It was in this 'world' of its own making that Radio Caroline came into being under the guidance of Jocelyn Stevens, a close friend of Princess Margaret.
